I encounter this all the time.  Laws and rules that are &lt;i&gt;intended&lt;/i&gt; (the &quot;spirit&quot; of the law) for good, but become deadly when followed to the letter without any regard to variables.  We are daily losing more and more of our liberty in America as we pass more and more regulations, and all the regulations tend to do is absolve folks from personal responsibility.  That&#039;s a pet rant of mine.  I could go on and on.  But I won&#039;t.
